5870 Khz -Russian CIS-xxxx version?
The data signal looks like a CIS OFDM HDR signal (CIS-45) but it is not. It is like a mix of CIS OFDM HDR and CIS-1200. And between the data signals is Voice Scrambler speech. At first I thought they were 2 separate signals, but they were constantly in sync. The two signals never overlapped. Could they be two separate radio stations? But why did one only send data and the other only talk?
