How to make a great looking tilt-shift effect in Premiere Pro

I intentionally did something in this video to add a little irreverent humor. If you spot it, comment below. Be careful of your export settings. If you export with "Use Maximum Render Quality" turned on, then you'll not get the desired results. There are a lot of tutorials that teach you how to do this effect using Gaussian Blur.
